Summary: They are more than 80% of the municipalities Cordovan interested in having the Local Agenda 21 (A21L) and the Municipal Environmental Management System (EMS) for the City Council, may have provided the support of the County Council of Cordoba, through the Delegation of Environment and Civil Protection, the trigger that has more motivated. The purpose of this research is the study of rationality in the use of EMS and A21L by the Local Administration, as systems such as continuous improvement of the management medioambientalo local sustainability. The fact that the implementation of the budgets of local entities, as well as local authorities see the environment and the sustainability of its actions, as dependent on the economic resources of their treasuries local causes, from the context of NPM, associated with systems management accountability (SCG), has been incorporated into this research demonstrate concern for the political and economic rationality that is the costs associated with the activities. It seems necessary to conduct a study that shows the trend metodológicaen the design and development of the A21L, and the implantaciónde an EMS and SCG Cordovan by municipalities, along with the perception that it makes the Local Authority, which is leading decision-making or not using these tools. Our work has been based on the close relationship that should be found between the Local Environmental Action Plan towards long-term Sustainability (A21L), the program management medioambientaldel EMS and decision-making in budget execution, which is interesting to have the usefulness of SCG. In Part 1, has been reflected the methodology used by the County Council of Cordoba on this issue and how to understand the management medioambientallocal, contextualizandoel support it raises the joint use of A21L, and the contributions of EMS Systems management accountability. There is extensive experience which consolidates the Diputación de Cordoba, which has been analizaday documented. In Part 11era reference to the state of affairs with regard to the development of A21L And the EMS by municipalities in the province of Cordoba, methodological analysis stages, the perception of the city leaders of all the municipalities in the . It has been particularized study of two specific cases of municipalities (Lucena and Source Tójar), which decidenconectar the desarrolloe implantaciónde both instruments, through waste management. The ideas and inputs have concluded with the usefulness of these management systems to achieve economic rationality, ecological, social and policy to be observed by all parties involved, the subject of this thesis. In particular has come to infer plausiblementeque: The A21L is an instrument with a dual use. On the one hand, is the scene of consensus on the process of sustainability of the Local Authority with all those interested in sustainable development of the geographical areas in question. On the other hand, is a real strategic planning as an Environmental Action Plan 8 Local 3b6 long term towards Sustainability (PAL-S). - The introduction of an EMS in the municipalities is an interesting process of voluntary self-regulation for your organization. Its presence is not exentade complexity of the needs of strictness in monitoring its documentation.
