This process began in 1989, following the entry of Carlos Menem as President of the Argentine Republic and as a result of the need for government to carry out measures to help stabilize and improve the delicate economic situation. These privatizations were part of the implementation of a series of economic policy measures that had as its main objective to achieve achieve overcome existing hyperinflation in the late eighties, as well as attempting to change the delicate economic situation and pass an era of greater stability. The privatizations carried out in Argentina during the nineties, were not an isolated event in Latin America, but part of a change in trend and patterns of involvement in the economy. In this thesis aims to demonstrate two different scenarios. The first attempt to demonstrate that the process of privatization in Argentina between 1989 and 1999, was heavily influenced by the need for resources by the state, which prevented carried out in a way that fully satisfactory to the user and the state. The macro and micro impact should show signs of this hypothesis. The second scenario concerns the analysis of a specific case. In case of privatization operations carried out in Argentina, which might be regarded as correct by the existing literature and sources consulted, as would be the case of OSN, we will try to discuss whether such privatization can be assessed as successful, or whether it In contrast to his assessment as a whole this assertion is not correct. The investigation of the two hypotheses raised, is divided into four parts and six chapters. In the first part, called "State intervention in the economy and privatization," can be dealt with synthesized aspects relating to the role it has played and the State in the economy in economic theory since Adam Smith, as well as the theoretical aspects key privatization are the reasons and objectives sought by the state at the time of privatization and ways to implement it. The thesis is divided into four chapters central to which is added an introduction and a conclusion. The first chapter develops the theoretical framework used in the thesis. This theoretical framework is formed mainly by the Eclectic Paradigm of Dunning and by the approach of the School of Uppsala. The second chapter examines foreign direct investment (FDI) in Mexico. This chapter is divided into two parts. The first analyzed from different perspectives (space sector, source of investments, types of investment) FDI flows into Mexico during the nineties. The second part examines the main processes of structural reforms developed in the country since the eighties, when considered the same as major determinants of FDI received in the country. The third chapter discusses from a macroeconomic perspective, using data from the Directorate General of Foreign Investment, FDI flows abroad Spaniards and Basques, considering the sectors and countries / regions destination conducted analysis compartivo between FDI and Spanish Basque . Also discusses FDI flows Basques and Spaniards in Mexico. The fourth chapter examines through analysis of data compiled through surveys Basque companies investing in Mexico the nature of these investments, by studying various statistical procedures, the structural characteristics of the parent companies Basque, Mexican subsidiaries, the relationship between both companies, the principal determinants for choosing Mexico as a destination for investment, and so on. This study used primarily approaches paradigm eclectic as analysis tool in establishing analytical categories. The last chapter presents the conclusions of the thesis.
