  • DESIGN OF THE REGULATORY ACTIVITY OF TRANSPORT IN REGIONAL ELECTRICITY MARKETS

    Summary: The transport activity is essential for the proper functioning of the regional electricity markets that are being created around the world. There are many aspects of the regulation of transportation that are not adecuadament resolved in a regional context. The thesis develops a comprehensive regulatory framework to be able to take as a reference and then adapts it to the situation in some of the most significant regional markets that exist. Specifically, this is the case of the Internal Electricity Market of the European Union, the Regional Electricity Market in Central and regional markets in the process of creation in the United States. The goal is to propose a regulation involving electricity transmission lines to enable the effective integration of the various control areas or countries that are part of each regional market. In addition to developing a comprehensive regulatory framework for the transport activity in various regional markets, the thesis addresses a set of specific problems related to investment in new transport infrastructure, the allocation of the cost regulated constrrucción, operation and maintenance of the network and solving congestion. The aim, in any case, is to seek effective solutions to the problems raised that are compatible with established to address other aspects of the regulation of transport. Among the various issues raised, highlights the fact treatment cost allocation network in the European context, habiéndose analyzed and developed various mechanisms for calculating tradeoffs between various countries in the region to make some use of the network other.
  • EVALUATION OF THE PRODUCTIVE EFFICIENCY IN THE GENERATION OF ELECTRICITY FROM GALICIAN WIND FARMS

    Summary: The overall objectives of the study are to determine the relationship of production best suited to describe the behavior of a wind farm productive and find a methodology for assessing its efficiency that is useful for the promoters of the parks, regulators sector and society in general. To that end, we have established a relationship of production that binds a set of three inputs-capital, labor and fuel with a output-la electricity. The main DEA methodology in combination with parametric deterministic and stochastic techniques, has enabled us to obtain indices productive efficiency of the observations of wind park for the period 2001-2004, whose consistency has been tested through sensitivity analysis.   • LOCAL AGENCIES ENERGY: CASE STUDY SPANISH

    Summary: The thesis deals with the establishment and development of the so-called Local Energy Agency (ALE) Spain, which began its process of building from the mid-nineties, largely thanks to funding provided by the SAVE program. These are institutions that depend directly or indirectly from the municipalities and provinces Spaniards. Its function is the implementation of policies for local management of energy, mainly from the point of view of Rational Use of Energy (ERU), that is, through the promotion of Energy Efficiency and Savings (ESA) and the gradual replacement of conventional sources of energy (fossil and uranium) for Renewable Energy Sources (RES). The thesis contains a brief review of the historical development of the energy sector by focusing on the electricity sector and RES, as well as the policies of ESA start from the first oil crisis. It also discusses the major legislative issues, and financial powers related to the ESA and the ERF from the realm of the European Union and Spanish, and affecting the operation and approach of ALEs. Once a comprehensive study on the type of energy agencies into a European level (based largely on the case study of the so-called Save Energy Agencies, which are agencies that received during the first three years of operation funding the Community Program SAVE), we moved on to make the case study Spanish. In the case study Spanish is a description of the type of existing agencies in Spain and sets out the main differences with the current Regional Energy Agency, which are agencies that operate on a regional level. The ALEs have between 3-6 employees, and its mission is to promote the ERU, while focusing its efforts on the promotion of RES. With regard to the evaluation of their activities, ALEs have been pioneers in the establishment of municipal ordinances designed to promote solar thermal, and have been a remarkable momentum for this type of technology in Spain, on the other hand, have not developed the potential available from a field of municipal action (General Plans Urban Management, ordinances, etc.) to carry out effective measures aimed at promoting the ESA.
