The rapid evolution of social and economic systems, along with the emergence of increasingly actors and interests (WTO, EU, national, regional and local citizens, and so on.), Make public policies represent a system today highly complex. In the midst of this system and in view of the interests of civil society, a growing need to monitor and justify public spending, to identify concrete results of policies, check the cost of relations programs, and determine whether the effects the policies relate to the objectives originally envisaged. There is also the desire for continuous learning from past mistakes, the âexperienciaâ and improve future programs and public policies for the good of society. All these interests are trying to meet through evaluation, a systematic process of observation, analysis and valuation of conception, design, implementation and effects of public interventions. Considering then that the evaluation is crucial to the new style of governance, especially as a learning tool in the design and implementation of public policies, the introduction of this new perspective requires, and leads at the same time, systems development evaluation at the departmental level, organizations, sectoral policies and the whole Civil Service. An evaluation system is a part of the system of public policy and represents a suitable framework for action â within a legal environment, tax, education, socio-economic and cultural' to develop and use skills assessment. In turn, skills assessment are all skill, knowledge, infrastructure and relationships that are needed to carry out quality assessments and use the results of these appropriately in defining public policy. The central theme of the thesis is to analyze the development of the capacity for evaluation as a specific approach, linked directly to the creation of a framework where the assessment is fully institutionalized in governance. In two parts, one section and a theoretical analysis of case studies are presented activity and usefulness of the evaluation of public policies, the system theory and skills assessment, the approach to develop this capability, practical examples of systems evaluation the field of regional policy, as well as possible schemes for action. These case studies comparing evaluation systems in Germany, Spain and Slovenia as three different states of maturation of the evaluation system. The thesis contributes to the definition of concepts, indicators and recommendations for improving evaluation systems and develop a comprehensive evaluation capacity in governance.
