Summary: This thesis belongs to the realm of "social decisions" and deals with two different kinds of problems. The first part of the thesis concerns the study allocation problem with property indivisible. This work, and from different perspectives, attempts to answer the question: Do you how it should be distributed a fixed amount of indivisible units among a set of players when that amount differs from the aggregate demand? The second part of the thesis is devoted to the study of voting systems, focusing on the analysis of the concept of power on the one hand and on the notion of the difficulty in making decisions on the other. In these two chapters, the European Council has been extensively studied.
