Summary: The research examines the evolution of the special programs against poverty applied in Mexico in the period 1989-2000, from the point of view of their impact on the municipal management of social policies. Summary: In the area of analysis of the institutions of communal resources, the stage of the assessment of these institutions to achieve sustainable development in the management of natural resources they use, has been the least studied and treated. What is discussed in this investigation so far is how efforts to improve the management of natural resources often focus on the technical characteristics of the farm or conservation of resources and will deal only superficially of social structures and institutional capacities needed to the management of these resources in a more sustainable and equitable manner, hence the importance of considering the evolution of community institutions in the process of public policy towards sustainability. |
