Summary: The thesis takes as its object of study processes of emergence, configuration and systems development of autonomous civil service, from the apparent paradox of his tendency to converge beyond the willingness expressed by differentiating their heads. At the theoretical level, the thesis develops an analytical model based on mainstreaming neoinstitucionalista and public policy analysis as a tool to facilitate a new approach from the Political Science and Administration. For its development poses a theoretical framework in which highlights those key concepts for the construction of the analytical model. Here arises an approximation to the object of study from the analysis elements of the state's civil service system, which formed the background to the autonomic systems, based on a review of a whole variety of indicators on the emergence and evolution of such systems. At a second level are discussed in more detail two case studies, the Community of Madrid and of the Catalan government, in order to facilitate the kind of approach that requires the analytical model. The thesis presents a strategic methodology that combines quantitative and qualitative techniques through a research protocol that allows developing "analytical narratives" of the case studies selected. From the data obtained, the application of analytical model can be characterized the subject of study as an institution, that is, as a set of norms, rules, values, structures and processes through their mutual reinforcement generate a sort of " rules of the game "that determine the interactions and the behavior of agents linked to the configuration of the autonomous civil service. The development of this analytical approach can identify and describe the dynamic emergence of autonomous systems of civil service from the "critical junctures" in which he played an important role concerning the state. Through dynamic isomorfismo institutional, whether Mimetic as coercive and pressure information, the state's civil service system was configured as the primary referent of autonomic systems, and by the emergence of "trails dependency" limited the room for maneuver to introduce éambios radical in its configuration. Complementing this vision neoinstitucionalista, analysis of public policies for identifying potential situations change systems autonomist civil service as well as its results, taking into account the role of both agents with the ability to stop the process (veto players) and the drivers the transformation initiatives (policy entrepreneurs). The thesis concludes with a discussion of the validity and potential application of the model proposed analytical other objects of study within the Political Science and Administration.

Summary: The basis for this work (dissertation) is to address the nation of Chile, in its current profiles and with the background that explains, and seen in that context the operation of the aforementioned organization, its environment and the relationship with the people or users, in the current context, both in the social, economic, educational and political as well as respond to the demands of a globalized world. To raise the issue of the thesis, it should be noted that is required of a state asset and more modern in their relationship, situation and potential for improvement, risks that may arise from its internal product idiosyncrasy and tradition as by outsiders, as the level of taxation ls great nations to perimitir any bilateral relationship. We could say that the modernization of the Chilean State and the difference in public perception, may raise its impacts, not to see the full magnitude of a process conducive in terms of its effectiveness and efficiency.
