Summary: The sport is taking shape in our society, especially as an alternative to active or passive recreation, since the slope of the practice contributes to the personal development of the individual. The recreational sport or sports for all, in this context, the foundation on which rests the supply of local sports service. The local administration, and specifically the municipality, has been enshrined as the most important organization in charge of managing the service sports and do the same, an offer that contributes to the personal enrichment of all citizens. The mission of an organization with a vocation for public service should be to help build healthy habits through a practice stable. From a perspective municipalities must adapt to the demand. Why is the need to know the ways, structures and management indicators, analyze what is being done, what are the most relevant results from these organizations, and then, take action and improve their own sports management municipal offering, thus a service-oriented to the satisfaction of the citizen.

Summary: The purpose of this study is to describe the Public Universities such as Spanish, their historical background, the model introduced by the Constitution of 1978 and its development; transit model state university, the university autonomous. Challenges for the Spanish universities in today's knowledge society, redefining their roles, government, finance and cultural perspectives, and scientific curriculum, a view also from a comparative international vision, taking into account the experiences and general trends in Higher Education . The vision interpretrativa is the Public Choice Theory, the theory recorded in neoclassical school of thought, whose lines of its analysis of individual behavior (indidualismo methodological), the expectation that this is economic (homo economicus) within a structure of the exchange in which these individuals seek to achieve their objectives by maximizing its usefulness, so that the standards or rules of the game are those in its proper definition allow direct individual interests to the common good. Special consideration within this methodological perspective, the theory of bureaucratic behavior that applied to the university makes understandable and predictable becoming institucinal, as well as measures to correct its definition. In sum, based on the description of the subject, both actors are identified as behavior, examines the validity and effectiveness instrumentation standards, and thus can be raised concrete operational measures to achieve the goal institutional efficiently.
