Summary: This research aims to study the impact of the presidency of the EU Council on the conduct -representaciones and interests of the Member States. The starting assumption is that the scope of the presidential mandate for Member States has varied depending on the evolution of this institution within the European institutional system. In 1951, the presidency was an intergovernmental low political profile. Fifty years later, things have changed. Today the presidency has become a central figure in the European system. Five decades of institutional feedback to the beat of his own evolving dynamic process of European integration have succeeded communitise this institution and raise it to the rank motor of European integration. The theoretical framework used to confirm this hypothesis is the historical institutionalism.

Summary: The thesis is aimed at the government of the Generalitat Valenciana in the period 1983-1995, which examines the structure, functioning and composition. The thesis is based on the assumption that the formation of an elite government is a basic factor for the consolidation of a new institution. The work is divided into three chapters. The first is devoted to theoretical framework, institutionalism, specifically wing current rules, whereby political activity depends on the structural norms and values. In the years of construction and realization of the Generalitat Valenciana is defending the rules of a new regional political community, the Community of Valencia, which make the taking of decisions, policies and applicable legitimacy citizen. The second chapter is devoted to the structure of government, on the one hand, and the activity of political leadership on the other. Regarding the first element, discussed the rules governing the composition of consell and political units of the administration, as well as its implementation. On the second item, shifting the focus to participation in the legislative authority of the courts of Valencia. The third chapter deals with the composition of the government. Based on personal interviews of 94% of the study population, analyzes the characteristics sociological, political and attitudinal of directors, secretaries-general and assistant secretaries of the departments. With regard to social status, the governors presented a dose of valencianidad high and share a similar status, and studies by profession. However, social origin presents some variety, with regard to affiliation, begin political activity in the years of university studies and entering the PSPV-PSOE in the beginning of the re-establishment of the party, between 1978 and 1982. They are part of families that pugan by directing and reach positions in the national leadership. However, during the autonomic stage, the composition of government differed from the composition of the national executive committee. Finally, with regard to attitudes towards self-government, have a high uniformity, but in certain aspects, there is a division between a more regionalist. THE MINISTERS OF DEMOCRATIC SPAIN. Summary: The thesis conducted a study of the profile of the political paths and career ministerial members of the government (presidents and ministers) of the democratic Spain, between 1976-2005. The study also states that three scenarios proposed the impact of three events that occurred during this period (modernization, democratization and decentralization) on the selection of ministers and their passage by the government. Â Why are certain profiles and political and social features between what ministers Spanish? Â What factors may explain the variation in these characteristics during the period studied? Â What is the relationship between their political careers and ministries they go? The thesis is developed in two main sections. The first part aims to establish the theoretical framework, institutional and historical evolution of the government in recent years. It includes a historical overview of the evolution of the system of government cabinet, and in Spain, followed by the observation of the stability and continuity of its members. Finally, there is a historical story of a succession of cabinet and ministerial appointments, embedded in the respective political context. The second part is the description of empirical data: profiles social, political trajectories, access roads, the ministerial career (duration, itinerary, specialization) and portrait of the ministers of each department. It concludes with a classification of the internal paths made by ministers.
