Summary: The object of study of this thesis focuses on the analysis of policies driven by common institutions Basque against poverty and exclusion. However, although such action is presented along different programs, this paper says the ground to those that have been explicitly linked to poverty, mainly policies guarantee minimum income, also called last mesh network or security . It is considered public action against poverty and exclusion as a dependent variable, ie with the interest to understand why, how and what circumstances have led to the development programs in the Autonomous Basque Country and what actors have worked to do so. The Autonomous Region of the Basque Country chosen as a case study shows an interesting complexity from a standpoint of both territorial government with a multilevel (Autonomous Community Historical Territories and Local Bodies) and from an organizational point of view, given that the performance from public organizations are in interdependence with private entities. All this will lead to a way to develop its own public policy. An analysis of public policies in the area of knowledge on Science Policy and Administration is the route chosen to study the process of public action. Likewise, the option for the study of the stages has been chosen, in this research, as deemed by this analytical tool to explain the sound in this case study, the operation of public action against poverty and exclusion as a course of action consisting of decisions interdependent and complementary. But without falling into a mere description and estimating process as a series of still photographs, but rather as an unfinished so interrelated phases, taking into account those aspects for each phase or materials that are behind the political or public program. In this line of analysis has been structured in two parts thesis. The first part deals with the theoretical framework and the context, the Autonomous Basque Country, where the analysis of the policies under consideration. In the second part, the thesis focuses on the analysis of public policies to combat poverty and exclusion.
