  • THE STUDY OF INTERNATIONAL REGIMES: DIAGNOSIS AND PROPOSALS. THE CASE OF CLIMATE CHANGE.

    Summary: The thesis examines and re-orders the literature on international regimes, in order to identify the major debates that take place within it. This analysis allows one to conclude that the most important theoretical debate is the one that opposes the approximation neoinstitucinalista (estatocéntrica and rationalist) with the liberal approach (focusing on the relationship estado-sociedad). He then reviewed the negotiations which led to the creation of the international regime to combat climate change. It identifies the major phases of the process, the key players, their negotiating positions, the relationship between them and the main results of the negotiation. This case study allows to analyze which of the two approaches above theoretical afford any more faithful account of developments in international policy against climate change, leading to the conclusion that liberalism, but in minority literature, provides more analytical clarity.

    Summary: Development cooperation has undergone major changes in recent years, both in its institutional aspects in their ways and modalities of implementation, which are designed various measures in developing countries to change the policies or improve their performance, but they have been driven primarily by the needs of donor countries for cooperation and / or development aid. The motivations of the Official Development Assistance (ODA) have been transformed in parallel with the evolution of the literature on development and institutional changes in the system of cooperation and ayuda.El This study analyzes the European Union experience in the Latin American context where been institutionalized political dialogue and have resulted various cooperation agreements as a result of several factors, including the growing development of regionalization and integration economic impacts our two regions, the design of a strategy for the region and launch of the Summits Latin America and the Caribe-Unión European. In analyzing the pattern of distribution of ODA from the EU in Latin America, is demonstrated through the implementation of an econometric model called "hybrid model" in the distribution of ODA community, the internationalization of the European economies plays a role very important in the distribution of European aid in Latin America. It discusses the main results and future challenges in the field of horizontal cooperation in scope: ALFA ALBAN AL, ATLAS, ALIS, AL and INCO-DEV, Sixth Framework Program, community programs to reduce poverty and objectives of human and social development in Latin America. Finally, it analyzes the new relations of bilateral cooperation México-Unión European.
