    Summary: This thesis deals with the conditions fostering democratic governance. In particular, analyzes the political performance demonstrated by the Spanish Autonomous Communities during the nineties and explores whether the observed differences are related to major exogenous and endogenous factors observed in the theories of development and democratic political performance. From a comparative perspective, this research collects empirical evidence that supports the hypothesis that the political governance of the autonomous communities has a direct effect on the political performance of the same. The higher score conditions of governance, in terms of continuity of the holder of the presidency autonomous, parliamentary majorities, monocolor majority governments, and stability of the executive branch, the greater the performance shown by autonomous institutions and the political system autonomy. Also, there is the capital of the autonomous regions and their levels of economic development and modernization, which are considered the major exogenous factors explaining the development and the democratic political performance. The main hypothesis contrasted in the thesis argues that the effect of these variables on the performance of Greenland is only indirect, mediated through the political process and the design of the institutions. The results support of this thesis, and in fact, the share capital of the autonomous regions is not related to the performance levels achieved by the same policy. However, it is noted that levels of social capital and economic development of autonomies Spanish are closely associated in a positive way. This result supports the thesis that the equity directly affects the political development rather than the democratic political institutional performance.
