Summary: This dissertation is presented as a case study within the Political Science; it is specifically within the field of Latin American studies, the case of Peruvian political regime during more than 10 years -Julio 1990 to November 2000 - Alberto Fujimori that he served as President of the Republic in Peru. We analyze the various aspects that characterized a political regime that after the breakdown of constitutional order in April 1992, was in favor, until its collapse occurred in November 2000, towards a political practice of clear cutting and authoritarian personality. In this work we believe that we could not have a proper understanding of this period without making reference to the structural factors that impede the process of democratic consolidation in Perúl as to the political, economic and social closest in time to the period we studied. Summary: In 1890 was approved in Spain a new electoral law based on the criteria of universal male suffrage. A few months later was held on 11Congreso PSOE, in which they agreed to stand for election to Cortes, the county councils and municipalities. The Socialists began to get councilors from the first elections of 1891 and, consequently, to have a presence in municipal institutions: full and commissions since. This thesis explores the work of the municipal councilors elected socialists in Spain between 1891- 1905, and identifies and evaluates the election results obtained by the PSOE in the Spanish city councils until 1909. To that end, it was essential, and prior to know how many and who were the elected councilors, and in what locations were clarified. The results of this research are discussed in the second part of the thesis in the thesis discusses for the first time in Spain, in a brief overview of the emerging business of the party in political institutions. The greatest difficulty for the start of this research has undoubtedly been the lack of previous work that, at the national level, to address this most important aspect of the life of a party. The figures, and the valuation of the work of the councilors socialist handled in history textbooks were often incomplete and sometimes erroneous.
