Summary: From the theoretical framework provided by the theory of systems, the social integration of the immigrant population is interpreted as the last part of migratory movements, composed in part of the society of destination, which intersect and interact all the factors involved during the migration process. The generic approach, composed on the systemic model highlights the reproduction, in the field of migraciónes of generic existing inequalities in the social structure generally intensifadas on female immigrant population, especially during the process of insertion. Summary: The institutions or organizations active actors in the process of local development Salvadoran, are characterized by their promoters or generating changes within the State; are entities assume the planning, development and execution of development projects and programs. In addition, it should be noted that these actors assets of the local development process, institutions are negotiating capacity both domestically and internationally, in the sense that it can negotiate with international cooperation bodies, as well as state institutions. Also, authorities are with sufficient capacity to generate and propose new alternatives work, making use of resources focused on projects and programs of social and economic development specific for the sole purpose of boosting local development process, and hence, the process of social and economic development of the country. For the foregoing reasons, it is important to conduct an investigation as to disclose or to identify the major players active in the process of local development Salvadoran, as well as its profile and the role they play in promoting and fostering development projects and programs in the various local municipalities in the country. Likewise it is essential to identify and understand what are the key factors of success of the local development process in the country, as well as be able to establish a set of indicators for measuring the performance of the process and that are used to measure the effectiveness and efficiency achieved in each municipality, territory or region by the actors assets of local development process in El Salvador. Another aspect which is of vital importance in investigating this theory, is the impact that produces the flow of family remittances and collective in the process of local development of the municipalities where they live families and communities receiving such flows.
