Summary: Analizo in this thesis to the difficulties it has in Brazil, a popular access to tecnologáis of information, development of the social function of the technology. Study the problem of globalization under the stadium of technology and function-oriented ideological purposes and accumulation. The labor force is being restructured technology important to eliminate as to create jobs. Transnational corporations and international agencies concentrated power, and the State reduces its role. The Toyota system is revealed as the most modern and subtle policy of escalation of instrumental rationality. However, living in information technology an instrumental reason and one reason empowering. The historical and structural limits of Brazil, such as poverty, prevent universal digital inclusion. This marginalization is the result of uneven development and the international division of labor. The alternative to social exclusion would be in the capacity of popular mobilization. The technology would play a key role if guided by the majority of society. The unification of formulations of Marx and Marcuse deepens the discussion on the need for human emancipation (Marx) and autoemancipación (Marcuse), marking another factor analysis. Another factor concerns the emancipatory potential of the working class in relation to new ways of managing their physical and mental capacities viabilizadas by intensive technology. Finally, concerns the problem of digital exclusion in Brazil with the transnationalization of capital.
