Summary: The contemporary education as constructivism holds the dominant position in which he supported the conceptualization of the processes of teaching and learning. Focusing on this theoretical framework, we have identified three components that nourish our work, which are the sociocultural perspective Lev Vygotsky, meaningful learning of David Ausubel and approach of the Education for International Understanding relied on the theory of multiple intelligences Howard Gardener. Our proposal takes some basic ideas of these perspectives, as an integral structural axis of constructivist learning and teaching online. The thesis makes a theoretical model is called "Model for Educators Constructivista Sciences Online" (abreviamos as MoCEL), which raised its objectives, outlines six dimensions of analysis necessary for their development (Contextual , technology, pedagógica-didáctica, cognitive, epistemological and communications) and proposes a methodology of work organized into four stages. To begin the design and development of a specific application within MoCEL, it is imperative to conduct the investigation stage diagnosis, in order to characterize the proposal contextual dimension to our model. This is done through three investigations: the first explores the characteristics profile teaching, determined by the theoretical framework of Education for International Understanding (EpC) adopts MoCEL. The second investigation is exposed collects information about the system technology support for teachers who possess, as well as the skills of the users connection to the computer and its programs. Also investigated websites relating to the Urban Solid Waste, as tools for development of this material. It performs a specific proposal on CD-ROM technology on the Urban Solid Waste, which includes a computational simulation for the management of this environmental problem. It implements the evaluative research methodology called CIPP, detailing the methods and the variety of tools used to carry out this investigation. Results are obtained and interpreted taking into account the dimensions of analysis proposed by MoCEL for each phase of the investigation. These results, although they can not be generalized to other developments, provide assessments to help improve this model and facilitate future proposals using MoCEL, in other thematic different from those addressed in this thesis. In addition, an assessment of the computational simulation for the management of solid waste (SiGRES) with the aim of identifying strengths and weaknesses of the development and application possibilities in the classroom.
