    Summary: The thesis analyzes and appreciates the contributions of five thinkers who have developed theories and proposals in connection with the problem of desaIToUoeconómico and its territorial aspect and / or regional basis. Based on these assumptions, this research provides a theoretical and methodological approach itself, which allows to assess the limits and possibilities of implementation of public policies for socio-economic development from a territorial base. The selection of the five authors studied was made by relectora of input from príncipales schools and social disciplines (Geography, Economics and Sociology), which provide special attention to the understanding of regional development. To present the results of the practical approach of the thesis were selected works of authors who studied the problem of regional development in various areas and economic regions, which include cases in the United States, Western Europe and China, in addition to incorporating the results of an investigation applied to the municipalities in the region Brazilian Babia. Through analysis of these examples and case studies, the thesis finally brings some general conclusions about the limits and possibilities of implementation and management of public policy for regional development. Also, based on the theoretical input developed in the investigation, takes into consideration the following points: - The different levels of socio-economic development realities studied; - The methodologies used for the evaluation of the processes of regional development in the country selected; - The limitations imposed by the structure of capitalist society in its present stage of globalization of the flows of people, goods and information.

  • EUROPEAN UNION, BORDER AND TERRITORY. DINAMICAS TERRITORIAL AND IMPACTS OF POLICIES AND FINANCIAL INSTRUMENTS

    Summary: Over the past half century the process of European integration has been an experience that has deeply influenced the European continent. This process generated strong impacts on the areas concerned, appearing prominently among different types of sites affected border regions. In these cases, beyond the elements intrinsic to the process of European integration that eventually generating significant impacts, we will also find a set of policies and financial instruments of Community origin specifically geared to supporting this type of area. So, taking as a major objective reflect on the impact of the European integration process in territorial terms, the study attempts to discern whether the implementation of such policies / financial instruments will have an impact on the evolution of the territorial border regions, and whether there will be promoted a convergence in terms of cross-border cooperation and dynamic elements of territorial configuration. To carry out this work was discussed in detail the implementation of two financial instruments (IIA and Interreg Program Phare CBC) in a series of four regional examples (regions bordering France / Belgium, Castilla y Leon / Portugal, Italy / France and Slovenia / Switzerland / Germany). The main results are summarized essentially on three points: first, we did not find a convergence in partnership models, or in the strategies resulting from implementation of the various financial instruments, and secondly, these programs resulted in a significant modification the structure of the territorial border areas affected, and the logical space resulting from its application demonstrates that neither of them results in a territorial reconfiguration process common to all regions. Finally, it was shown that at the external borders of the European space launching of this kind of policy can result in patterns of cooperation and joint border relatively similar to those recorded in the regions intra-comunitarias.

    Summary: The thesis is divided into five chapters: Chapter 1 are reviewed issues related to rural development policy in the European Union, its evolution in general, as well as the policy of structural funds. It also addresses the LEADER initiative in the European Union and particularly in Spain, is emphasized on the Local Action Groups; key point in this investigation. In chapter 2 is a review of some rural development programs with national coverage and / or application state in Mexico, are reviewed other programs to achieve rural development in specific areas in the state of Puebla state or localized coverage, and finally addressing the Sustainable Rural Development Act.     Summary: This thesis aims to promote the study of the causes of behavior space tourism organized. It has adopted a study supply-demand approach as a way to give explanation to the different types of travel packages and specific design of the same. Intermediaries tourism have a strategic role in the development of tourist packages, and package tourists who make the decision to choose a particular package. Most studies on the spatial patterns in tourism only describe places visited, tourist flows and time-budgets locally. Few, however, try to understand the reasons that determine the patterns and identify its causes. This research has combined three different perspectives: that of supply, the demand, and the researcher's own perspective. Thus, qualitative techniques (such as semi-structured interviews and participant observation) and quantitative (surveys and analysis of contents), in addition to the study of secondary sources of information, have formed the field work on which has produced the study. The main findings of the study can say that: 1. The performance space tourists Spaniards in organized tour to India is highly concentrated in the central of the country, a pattern that had great difficulty in diversifying. 2. The performance space at the local level and also tends to micro-escala concentration and spatially is very selective. 3.
