Summary: In this Doctoral Thesis, we offer an analysis of the Local Agenda 21 and its achievements in the pursuit of sustainable development, thanks to bet on progress of these programs. To this end, we have focused first on the conceptual and institutional framework of sustainable development, conducting a tour of the Theory of Economic Growth and Development. Subsequently, we conducted an evaluation of the policies of Local Agenda 21 for the Historical Territory of Bizkaia, mitigating the Multiple Factor Analysis and Cluster Analysis System on Sustainable Development Indicators defined on the basis of the proposed by the County Council of Bizkaia.
