Summary: This dissertation attempted to study the exclusion sufuda by children at social risk, in the city of Curitiba. This theme is evident in the modern world as a result of neoliberal economic model and its emphasis characteristic in profits from the exacerbation with minimal investment and the unequal distribution of wealth. Brazil, despite being among the 10 richest economies on the planet, still has one of the most unequal levels in the distribution of income and a low quality of life of the Brazilians at risk. According to the Human Development Index (HDI) of the current year (2004), the UN (Brazil took the 72 position among 117 countries), have thousands of excluded from the process of socialization. This phenomenon has been recorded among Brazilians from 500 years ago. Concern for researching and writing this dissertation in connection with a controversial and difficult solution, it is motivation to seek viable solutions, through a model of democratic and participatory sports centers developed in the public universities and Brazil , and to include the contents found in the investigation, that the current social policies are not effective for reducing the exclusion of boys and girls at risk. The study has been able to develop at the Universidade Federal do Parana located in Curitiba, capital of Parana, located south of Brazil. Both in the city as elsewhere in the country, the use of equipment and facilities, sports centers of public universities is feasible, because these centers are infi autilizados resulting from the extinction of Physical Education (FE) the third grade. However, there is a legal framework that allows universities, in a flexible and participatory, manage human resources and physical structure to form a proposal that would allow the reduction of social exclusion of children at risk, in the city of Curitiba. The study also wants to build on the belief that a democratic, participatory and autonomously, to be implanted in these sports centers, it is feasible to assume responsibilities that will help efforts between civil society and NGOs (also known as the Third Sector) to try to solve the problem of social exclusion of children from Brazil. The paragraphs of this thesis are organized in a manner that will facilitate reading, understanding and the natural flow of information to substantiate each of the ideas mentioned above. These sections are presented in the order that follows. First presents the supporting research and the reason that I took to investigate so controversial topic, then present the theoretical framework of the theory, which explains all the foundation found in the literature to provide consistency to the epistemological inquiry . It accentuated the ideas and approaches that are at various authors who know the reality of social exclusion in Brazil since its genesis to the present situation. The authors have emphasized consulted on how education and human rights have been studied with the aim of providing solutions to the problem of social exclusion. Similarly, I tried to substantiate how the FE and sport can be factors socializadores par excellence. I think they can, in addition to being a socializing contribute to the formation of citizenship. I began by reviewing the literature relevant to models of educational management and sports centers university and ended with the conviction that the democratic model coincides with one of the objectives of this study. He then outlined how my personal involvement in this issue and my teaching experience in the public university as responsible for the development of some projects and social work. I had Reasoned 8 ate a re 68d alizar and try to get involved in it, adentrándome amid the stage where it happens everyday and there interact with the actors, finding solutions to reduce this social problem of modern times. In the paragraph that follows has been raised in line with the research undertaken to carry out this study, and more specifically, the methodology chosen for the analysis of an issue as important as social exclusion. It has also described the process of research conducted and the results have been exposed to emerge from the field work. The scenario has been identified and has gone as my approach to it, the participants and has been considered how they contributed to this study, as well as presents the processing of data collected and the proposal has been developed, starting analysis done. Data were collected with the participants of the social projects developed in the EDC. These data were used as a model for the development and drafting of the proposed model of participatory management, in the paragraph concerning, in conjunction with the model of social program called "PROLUCRE."
