And second: that, as occur during the process of restoring democracy, these variations vinieronj motivated largely by three key circumstances. Por behavior that party elites (in particular, those of the two major national parties, the PP and the PSOE) desarrollron particularly since 1989. Por the extraordinary political and social prominence, also from the late 80, retrieved from cumunicación mass media, especially the television. "And by the particular configuration that starting at that time, and largely because of the two factors above, taken in Spain the economy, politics and society. Therefore, it has sought to defend the thesis that, since the late 80, decisions election the Spanish voters are, in large part, the result of their perceptions of sociological context in which to make that decision and its image of each of the parties and leaders in competition; some pecepciones and images, which in turn , are determined largely by the medicos of mass communication (especially by the television) and by the leadership, policy performance, communicative strategies and ways of thinking and be their own partisan organizations.

Summary: This paper tries to make a new approach in the way it has been treated so far the relationship between communication and the phenomena of disaster. Initially, we highlight the two perspectives that we understand to be the type normally used in this study: * The communications as an area to develop into a map to combat the effects of catastrophic events. * The Disasters as a phenomenon that can offer theoretical advances in the science of communication, once represent a particular type of situation where it is needed comunicaicón and flows of extreme forms, both systems as emergency action the media. We questioned both perspectives to demonstrate that several questions remain relatively the real meaning and use of terms and disaster communication. This thesis tries to relate the Communication and Disaster light of the systemic paradigm, particularly the way as the same may apolicarse to ls social sciences. We rely on the sociological theory of Niklas Lu hmann to show that when we take a systemic view of the communication, we also managed to do exactly the same for the disasters, thus discovering a new relationship between the two phenomena. In our view, such a relationship has consequences on the body which forms the theoretical science to communications and information, as well as on the work done in preventing and mitigating the effects of catastrophic events.
