Summary: The doctoral thesis is a study todo-comprensivo, historical, political and legal development of a European defense through the different phases of European integration since it began in the fifties. The study is supported by extensive documentation as a result offered a unique perspective on what the Security and Defense Policy of Europe is today, and has been over time. The most interesting contribution of the thesis is to connect the present situation in the development of a Joint Defense Policy (CDP) with the different episodes of European integration since 1945; Moreover, the author has linked these episodes with the broader evolution the confrontation biopolar held globally during forty years of Cold War, but on the other hand, these three dimensions intertwined seem desencajadas or forced into their connection. As a result, the author has obtained an approximation colorful, seductive and brilliantly written on the most elusive of the aspects of building Europe.

From this angle, discusses how during the crisis of the failed peace talks in Colombia (2002) creating the necessary consensus for that security becomes a basis for policy. The thesis demonstrates the impact that has on the PSD construction and production categories of identity and policies, using several speeches resistance, investigates the reproduction of the inability of the (in) security from the margins. Finally, inspired by the concept of Paces Inseguras, the thesis aims to proposals for peaceful transformation.
