    Summary: It analyzes the links between the enlargement process of social policy and overcoming poverty and the process of increasing the participation and development of citizenship in Chile since the 90's. This puts two traditions in common other than theoretical: 1 - The political philosophy and their education on democracy and citizenship. 2 - The social sciences and studies on its origins, characteristics and crisis of the welfare state. Based on the theoretical model of Esping-Anderson states that the Chilean model is close to the liberal welfare system and, given its characteristics, this model hinders the development possibilities of citizenship. To show traces own model is a complete description of it, its findings and the assessment given to conduct citizenship. After revising academic debate on citizenship and participation in Chile, the policies implemented by governments to broaden democratic participation and perceptions of the public about the results.
