Summary: The overall objectives of this thesis are in line with analyzing the content and outcome of the logic gerencialista or neoempresarial being implemented, in general, public administrations. With this thesis aims to provide empirical evidence on the effects of this business logic in the forms and conditions of employment and thus discuss the inevitability of this process in the quest for greater efficiency and effectiveness of public administration. To respond to these general objectives, the fieldwork was designed in two moments in time. In the first phase of field work has been collected information from all departments of the Generalitat of Catalonia in relation to the type of services offered, the conditions under which it is offered and the characteristics of workers are contradictory. For this information has been used the technique of in-depth interviews and analysis of documents provided by the departments because we were interested in dealing with a very descriptive, the functioning of the department and the degree of implementation of the so-called policy of modernization public administration. In the second phase of field work, this thesis has studied the application of generalization, and the effects of éstos- on a specific sector of the public service: the health sector. The goal was to learn about both practices flexibilizadoras in connection with the organization and working conditions, as well as its implications on the characteristics of the service end. Methodologically, we have opted for a case study and we have looked at a hospital in ownership and governance, a hospital privately managed, publicly owned and a hospital management and private property. The analysis shows that while the contents of the processes gerencialistas are similar in the three cases studied, not what are the effects of these processes on working conditions.
