    Summary: This paper discusses the origin, characteristics and difficulties of the Center for Research on Cancer (USAL-CSIC). By undertaking the same, argue the following thesis: The competitive capacity in scientific research at the Center for Research on Cancer (USAL-CSIC), not just a matter of administrative personnel and services, technical and research staff ( human resources), or the amount received for economic research projects (funds), but also science policy affects the competitiveness of the group of scientific research (legitimization and protective institutions).
