  • MODEL CONTINGENCY AND ORGANIZATIONAL EFFICIENCY. AN EVOLUTION OF THE IMPACT OF EMPLOYMENT PROGRAMS

    Summary: The overall target that we are in this work was to ascertain whether the organization model used by an institution was valid for the implementation of employment programs. We did the following question: Do you programs work when the institution has the characteristics of our organizational model? There are three terms that run this work: organizational efficiency, and contingency model of the effectiveness of employment programs. The first and second chapter justified because partíamos the idea that to explain the effectiveness of programs will be needed, first to describe and explain the effectiveness of the organizations, because they are the trigger social programs. From this initial idea, we built a model illustrating the effectiveness based on the theory of contingency model used by the sociology of organizations. The theory of contingency focuses on establishing what is the structure to be taken as an organization are certain peculiarities in their technology and environment. The organizational technology and the environment would be factors of contingency (or independent variables) and the structure would be as dependent variables. The third chapter focuses on the analysis of various evaluations undertaken in the OECD countries on the impact on the working insertion of users, three types of employment programs. This chapter us permitíra possess a basis for our subsequent empirical research. The fourth and last chapter empirical is divided into two parts: In the first part, he examines the impact on the employment of two programs subencionados by the Board of Andalusia launched by the Employment Promotion Unit of the University of Almeria: Technical Advisory Services for the Self Andalusia and Target. We used the telephone survey of a sample of users who received each program. In the second part, we conducted a qualitative research, through semi-structured interviews to the technicians who implemented programs to see if this entity has the characteristics of the organizational model of contingency. The variables analyzed were: A-In relation to technology: degree of routine work, interdependency of tasks and resource availability (information and technology). B-Regarding the environment: the number of competitors offering similar programs, complexity of the user's environment and dependence. C-And in relation to the structure: communication, degree of specialización, control objectives, autonomy of the technicians to make decisions and autonomy that leaves Juna Andalusia to the University of Almeria to make decisions about programs.
